1. Overview
The Department of Public Education and Advocacy has the responsibility of educating the consumers and stakeholders about the Mandate of the Authority, various energy and petroleum issues including their rights, safety and compliance through public awareness and sensitization forums.
2. Goals
Through the public education and advocacy initiatives, the Departments aims to achieve the following:
- ) Enhanced compliance and safety in the energy and petroleum sectors such as safe electricity installations and safe handling of LPG and petroleum products.
- ) Behaviour and attitude change for increased safety and compliance
- ) Adoption and use of clean energy i.e. clean cooking and e-mobility
- ) Adoption of energy efficient practices in the energy sector.
- ) Enhanced public awareness and understanding of energy and petroleum regulatory issues such as licensing, pricing, tariff setting, security of supply and emerging issues in the electricity, renewable energy and petroleum sub-sectors.
- ) Sustainable community stakeholder networks within the energy sector.
3. Core Functions
The Department of public education and advocacy spearheads the design and implementation of the following:
- ) Developing policies and strategies to promote public education and advocacy in the energy and petroleum sectors;
- ) Empowering energy and petroleum sector consumers and stakeholders;
- ) Enhancing partnerships and collaborations aimed at educating and protecting the sector players;
- ) Educating consumers and stakeholders about their rights and responsibilities in order to protect their interests, ensure compliance with regulations and enhance safety standards in the energy sector;
- ) Initiating strategies to advance grassroots advocacy efforts through collaboration with the public across the Country;
- ) Communicating the Authority’s messages and increasing public exposure of the Authority;
- ) Developing creative and innovative approaches to strategically engage the public on energy and petroleum issues;
- ) Developing and evaluating feasibility, efficiency and quality of Information Education and Communication (IEC) materials;
- ) Showcasing to the public innovations undertaken by the Authority through exhibitions and trade fairs;
- ) Coordinating, monitoring and evaluation of the effectiveness of public awareness and advocacy activities undertaken.
4. Public Education Programmes
The Department targets different stakeholders including members of the public at the community and grassroots levels, National and County Government agencies, private sector and industry players.
The following are some of the activities undertaken:
- ) National Government Administration Officers (NGAO) and Security and Intelligence Committees sensitization and engagement forums in Kiambu, Kakamega, Kisumu, Machakos, Kilifi, and Mombasa Counties.
- ) Sensitization forums for LPG and Petroleum dealers in Kericho, Nakuru, Mombasa, Kakamega, Kisumu and Mombasa Counties.
- ) Public Prosecutors’ sensitization for prosecutors drawn from Nairobi Region.
- ) Sensitization forums targeting Electrical Contractors/ workers, Solar PV contractors/vendors/manufacturers in Kisumu, Kakamega, Kericho Nakuru and Mombasa, Counties.
- ) Capacity building workshop for Enforcement Staff of Mombasa County.
- ) Faiths sector/church forums in Kisumu and Kakamega Counties.
- ) Public barazas in Mombasa, Kakamega and Nairobi Counties.
- ) Public Outreaches targeting tuk tuk and boda boda riders in Kisumu, Kakamega, Kericho and Nakuru counties.
