Monitoring and evaluation (M&E) is an integrated process of continual gathering and assessing information to make judgments about performance progress towards particular goals and objectives, as well as to identify the positive or negative consequences of activities, projects and programmes. In accordance with the Energy Act 2019, The Ministry of Energy & Petroleum undertakes preparation of National Indicative Energy Plans as provided by Section 5 (1) of the Energy Act. Accordingly, and in reference to Section 5(2) of the Energy Act 2019, a sector wide stakeholder technical committee undertakes the preparation of the Least Cost Power Development Plan (LCPDP), and monitors progress of implementation of generation and transmission projects proposed under the plans. The key objectives of monitoring committed projects by the as per the LCPDP is to:

    a) Track implementation and relate physical progress with planned targets with a view to identifying deviations.

    b) Pick up implementation issues that can provide early warning for the sector policy makers, with the intention of making timely interventions where necessary.

    c) The report acts as a continuous oversight tool for policy and regulatory interventions that may be necessary to ensure that energy demand, generation sequencing and power evacuation expand in harmony.
