Ibrahim Kitoo is an Advocate of the High Court of Kenya, Practising Certified Secretary, Governance Auditor, Legal Auditor, Certified Pension Schemes Trustee (TDPK), Public Finance, Development Finance, Public Procurement, Public Private Partnerships (CP3P) and Alternative Dispute Resolution (ADR) Practitioner.
He has previously held leadership positions as a Legal Counsel (Infrastructure Finance & Public Private Partnerships) and Chief Legal Officer at the National Treasury and Kenya Electricity Generating Company PLC, among others. He holds a Master’s Degree (LL.M) in Public Finance & Financial Services Law and a Bachelor’s Degree in Law (LL.B) all from The University of Nairobi and a Post – Graduate Diploma in Law from the Kenya School of Law. He further holds a Masters Certificate in Sustainable Infrastructure Financing and Development from York University, Canada, is a Certified Energy Markets Regulatory and Renewable Energy Specialist, among other certifications.
Passionate for energy access, affordability and sustainability, he is credited for, offering bespoke and strategic legal and transaction advisory and negotiations expertise in the origination, financing and successful delivery of several strategic infrastructure projects in the renewable energy and infrastructure spectrum, in Kenya and across borders, among others.
His professionalism, technical proficiency and acumen has seen him receive multiple accolades and legal excellence awards having recently been feted and featured in the Legal500 General Counsel Power list 2024 and as the Public Sector Lawyer of the Year 2022 under the auspices of the Law Society of Kenya. He has also served as a Council Member and Honorary Secretary of the Chartered Institute of Arbitrators (Kenya) and as a statutory Audit Committee member in the Office of the Attorney General and Department of Justice as well as Ministry of Environment and Forestry.
