Dr. Francis Ndwiga Benson, is a strategic public sector leader with expertise in infrastructure development, energy, trade & investment promotion, and health systems strengthening. He currently serves as County Executive Committee Member (CECM) for Roads, Public Works, Infrastructure, Transport, Logistics & Energy, Embu County Government (2024 to Date). He previously served as CECM for Trade, Tourism, Investment, Industrial Development & Marketing (2023-2024) and CECM for Health, and has served in the National AIDS & STI Control Programme (NASCOP) and Ministry of Health in programme management roles.

Dr. Ndwiga holds a PhD in Health Communication, Master of Science (MSc) in Health Systems Management, Master of Business Administration (MBA) in Strategic Management, Bachelor of Arts (BA) in Sociology & Economics and is a good standing member of the Institute of Directors (IoD) Kenya. His core competencies include strategic leadership & public administration, climate-resilient infrastructure planning, energy innovation & investment, donor relations & development financing, Public-Private Partnerships (PPPs), government policy & cabinet affairs, and intergovernmental coordination. 

He has served as the Chairperson of the CECs Caucus for Trade, Investment & Tourism and lead champion for the Embu Climate-Resilient Roads Programme (ECRRP), County Aggregation and Industrial Park (CAIP), Barabara Mashinani Programme and Embu Infrastructure Investment Pipeline
