Experience: At-least Fifteen (15) years’ post-admission and a near-decade experience in the energy sector and legal corporate milieu. 

As the Authority Secretary and General Counsel/Director Legal Services, Mr. Ibrahim Kitoo oversees the Governance and Corporate Secretarial Function, Legal, Regulatory, and Commercial Services Departments.

He is an Advocate of the High Court of Kenya, Practising Certified Secretary, Legal & Governance Auditor, Certified Pension Schemes Trustee (TDPK), Public & Development Finance Specialist, Public Procurement, Public Private Partnerships (CP3P) and Alternative Dispute Resolution (ADR) Practitioner. He is an active member of the Law Society of Kenya, Institute of Certified Secretaries, Chartered Institute of Arbitrators (Kenya & London), Institute of Directors (IoD - K), Kenya Institute of Management (KIM), Association of International Energy Negotiators (AIEN), World Association of PPP Units and Professionals (WAPPP) and Committee Member of the P3 World Council.

He has previously held leadership positions as a Legal Counsel (Infrastructure Finance & Public Private Partnerships – PPP Directorate) and Chief Legal Officer at the National Treasury and Kenya Electricity Generating Company PLC, among others. He holds a Master’s Degree (LL.M) in Public Finance & Financial Services Law and a Bachelor’s Degree in Law (LL.B) all from The University of Nairobi and a Post – Graduate Diploma in Law from the Kenya School of Law. He further holds a Masters Certificate in Sustainable Infrastructure Financing and Development from York University, Canada, is a Certified Energy Markets Regulatory and Renewable Energy Specialist, among other certifications.

Passionate for energy access, affordability and sustainability in addressing energy trilemma, he is credited for offering bespoke and strategic legal and transaction advisory and negotiations expertise in the origination, financing and successful delivery of several strategic infrastructure projects in the renewable energy and infrastructure spectrum, in Kenya and across borders, among others. 

A luminary in the legal, regulatory, governance and compliance space, he is a recipient of multiple accolades and legal excellence awards having recently been feted and featured in the Legal500 General Counsel Power list 2024 and as the Public Sector Lawyer of the Year 2022 under the auspices of the Law Society of Kenya. He has also served as a Council Member and Honorary Secretary of the Chartered Institute of Arbitrators (Kenya) and as a statutory Audit Committee member in the Office of the Attorney General and Department of Justice as well as Ministry of Environment and Forestry.
